Background
No single person rules the Hoffell Isles. No single island dominates. This is the lesson they took from wars they fought against each other, long ago.
The confederation is governed by a council of three, one seat per island, operating by consensus. When the confederation goes to war, Wyndmere's seat commands. This is not subordination. It is trust, built over generations.
The Hoffell Isles have never lost a war they chose to fight.
Character
Maritime at its core. The sea is livelihood, religion, and identity. The confederation follows Procan, god of seas, salt, and storms, not as an organised church but as a scattered network of cells, each answering to the sea more than to any hierarchy.

Wyndmere
The largest. The military weight of the confederation.
Blythegate
Trade and fishing. The island that knows what everyone's ships are carrying.
Bayhurst Reef
Closest to the Elindrath Kingdom. Trades deeply with the mainland.
